Parents paid 18 per cent of expenditures

Parental payments accounted for 18 per cent of gross operating expenditures in private kindergartens in 2011, slightly less than in 2010.

Parents paid an even lower share of private kindergartens’ expenditures compared to previous years. Parental payments covered 50 per cent of gross operating expenditures in private kindergartens in 2001, 25 per cent in 2006 and 18 per cent in 2011.

State and municipal subsidies accounted for 83 per cent of private kindergartens’ expenditures in 2011. State subsidies for private kindergartens fell by 58 percentage points compared to last year, but municipal subsidies increased by the same percentage points, from 23 per cent in 2010 to 81 per cent in 2011.

Higher monthly expenses

The mean monthly cost for a full-time place (41 hours per week) increased for all age groups in 2011 compared to the previous year. In ordinary kindergartens, the monthly cost for 0-2 year-olds increased from NOK 15 062 in 2010 to NOK 15 572 in 2011. The monthly cost for the same age group in family day-care increased from NOK 10 741 in 2010 to NOK 11 355 in 2011.

Lowest costs in Østfold

The 2011 figures for ordinary kindergartens show that kindergartens in Østfold had the lowest cost for a full-time place for all age groups, while kindergartens in Sør-Trøndelag had the highest. On the other hand, Sør-Trøndelag had the lowest cost for a full-time place for all age groups in private family day-care.
