Increase in public kindergarten fees
Private and public kindergarten fees rose by a total of 0.5 per cent from August 2004 to January 2005. Public kindergartens were the main cause behind the increase, with an average fee raise of 1.6 per cent. Private kindergartens, on the other hand, had an average decline in household payments of 1.1 per cent in the same period.
Household payments in public kindergartens rose from August 2004 to January 2005, for the first time in two years. The growth was partly caused by a number of municipalities raising its fees to the maximum payment level of NOK 2750, stated in the regulation on household payments. Furthermore, some of the municipalities which had an income graded payment system in August 2004, have either reduced the number of income intervals or completely changed to a flat payment system.
August 2004 to January 2005 - regional differences
Compared to August 2004, household payments in public kindergartens increased in all parts of the country except in Western Norway, where the fees fell by 0.7 per cent. On the other hand, Northern Norway had a substantial growth in the fees of 4.7 per cent. In the rest of the country the increase in household payments was between 0.1 and 3.1 per cent.
Private kindergarten fees fell by 1.1 per cent on average from August 2004 to January 2005. In South Eastern Norway and in Oslo and Akershus, private kindergartens had a fall in household payments, while the private kindergartens in Trøndelag and Hedmark and Oppland had a moderate increase in fees. Private kindergartens in the rest of the country only had marginal changes from August 2004.
Price development in the last 12 months
From January 2004 to January 2005, fees in public and private kindergartens declined by a total of 3.1 per cent. The household payments in private kindergartens dropped by 6.0 per cent, while payments in public kindergartens fell by 1.0 per cent on average.
For public kindergartens, South Eastern Norway along with Hedmark and Oppland had the highest increase in household payments, with increases of 4.1 and 3.6 per cent respectively. Public kindergartens in Western Norway and Trøndelag had the most substantial changes in the opposite direction, with prices falling by 5.2 and 4.9 per cent respectively.
The household payments in private kindergartens fell in all regions during the last 12 months.
