Improvement in net operating surplus
The consolidated county authorities’ net operating surplus as a percentage of gross operating revenues amounted to 5 per cent in 2016. This was an increase of 0.4 percentage points from the previous year, and is caused by a higher increase in operating revenues compared to the operating expenditures. Higher tax revenues in 2016 contributed significantly to this.
