New buildings down 10 per cent
Registered square metres of utility floor space for building starts fell 9.5 per cent in 2008 compared with 2007. The decrease was largest in the dwelling sector, but a decrease was also registered for holiday properties and industrial buildings.
Preliminary figures show that building starts of almost 25 800 dwellings were registered in 2008; a 20.4 per cent decrease compared with the year before. In December, building starts were registered for 1 562 dwellings; 21.2 per cent less than in December 2007. Registered square metres of utility floor space for building starts for dwellings in 2008 decreased by 16.8 per cent, or 3.34 million square metres, compared with 2007.
Most building starts for dwellings were in Akershus and Rogaland counties, with 4 411 and 3 283 dwellings respectively. The decrease in building starts was smaller from 2007 to 2008 in both of these counties than for the country as a whole.
Fewer new industrial buildings
After a strong growth throughout 2007, square metres of utility floor space for buildings started for non-residential buildings had a falling trend from a top level around the shift of year 2007-2008. In total for 2008, building starts of 4.36 million square metres of utility floor space were registered within the industrial and public sector. This is a 2.4 per cent decrease from the record high level in 2007. Almost half of the utility floor space was started in industrial activity and the retail trade, with 1.14 and 1.0 million square metres respectively.
A total of 1.24 million square metres of utility floor space for holiday properties and other were started in 2008; an 11.1 per cent decrease from the previous year.
Increasing delay in the registration of building starts
The average monthly registration delay for buildings started increased last year. This means that a larger share of older building projects are registered as started in the Ground Parcel, Address and Building Register (GAB). The decreasing trend may therefore be greater than indicated by the building statistics. In addition, projects that have been registered as started may have been postponed for an indefinite time due to a fall in demand.
Revised monthly figures in 2008
Monthly figures in 2008 have been revised due to errors in data dissemination related to the conversion to a new property register (from the Ground Parcel, Address and Building Register to the new property register, Matrikkelen).
Conversion to a new property registerAs of 5 December 2007, the municipalities are being transferred in groups from the Ground Parcel, Address and Building Register (GAB) to the new property register, Matrikkelen. All municipalities will be transferred by the end of April 2009. In connection with the conversion, there may be some delay in the registration of the municipalities that are being transferred.
