1For many immigrants SSB has no information about their level of education. For 2014 and newer years figures includes an estimated level of education for missing values for these immigrants. For more information see About the statistics at www.ssb.no/utdanning/statistikker/utniv. The numbers of registered unemployed by education must not be mistaken with NAV's unemployment figures for education. NAV figures show self-reported highest commenced education. SSB's figures show the person's highest completed education mainly based on reports from education institutions. The increase in registered unemployment among those with a higher education was closely linked to the decline in oil-related industries, where the level of education of employees is relatively high. For those with an upper secondary level of education, the increase from November 2014 to November 2015 was 12 per cent. Persons with a primary or lower secondary education saw a 4 per cent increase.

Higher unemployment in Southern and Western Norway

The decline in oil-related industries meant that Rogaland had the largest increase in registered unemployment. Here the unemployment rate more than doubled among people with a long higher education. Among those with a short higher education, the increase was 85 per cent. Unemployed persons with an upper secondary education had an increase of 92 per cent from November 2014 to November 2015.

Hordaland was the county with the second highest increase in registered unemployment. Here the largest increase was among persons with a short higher education, with 47 per cent. Unemployed persons with an upper secondary school education had an increase of 39 per cent.

Falling unemployment elsewhere in the country

All other counties, except Telemark, Sør-Trøndelag and Nordland, saw a net fall in unemployment. Most of these counties also had a decline in registered unemployment for those with a higher education.

From the statistical year 2015, figures for registered unemployment will only be released once a year, with November as the reference month. NAV publishes figures every month. Statistics Norway focuses on publishing regional figures, as well as breakdowns of unemployed persons’ highest level of education. Statistics Norway releases monthly figures for a broader group of unemployed persons through the Labour Force Survey (LFS).

2. Statistics Norway’s figures on unemployment based on the Labour Force Survey (LFS). The LFS figures also include unemployed persons who are not registered with NAV, as well as those registered with NAV but who are classified as participants on labour market initiatives. Conversely, some registered unemployed persons are not classified as unemployed in the LFS.
