Pupil numbers increasing

In autumn 2015, there were 623 800 pupils in primary and lower secondary schools, which is an increase of nearly 5 000 pupils compared with the previous year.

In total, 10 counties had an increase in the number of pupils in 2015. Oslo and Akershus counties had the largest increase in pupils, with 3 and 1.4 per cent respectively. In the period 2005-2015, the number of pupils in Oslo and Akershus counties rose by 20 and 10 per cent respectively.

Nine of the counties had either a decrease or no change in the number of pupils from the previous year. Finnmark and Oppland counties had the largest decrease, with two and one per cent respectively. Over the past 10 years, the number of pupils has decreased substantially in the three northernmost counties. In the period 2005-2015, the number of pupils in Nordland, Troms and Finnmark decreased by 15, 10 and 15 per cent respectively.

Based on population projections, the number of pupils in primary and lower secondary schools is expected to increase by 90 000 over the next 20 years.

More private schools and pupils in private schools

In 2015, there were 2 867 primary and lower secondary schools in Norway. While the total number of schools has decreased, the number of private schools has increased. In total, there were 224 private schools and 21 600 pupils attending private schools.

Fewer pupils receive special education…

In total, 49 300 pupils, or eight per cent of all pupils, received special education in autumn 2015. The number of pupils who receive special education has fallen by 2 600 since 2010. Sixty-seven per cent of those who receive special education are boys.

….and fewer pupils receive native language training

In all, 14 200 pupils received native language training, bilingual education and/or adapted education in 2015; a decrease of 7 600 since 2010. In total, 43 400 pupils received additional training in Norwegian, a number which has been fairly stable in the last few years.

Expenditure

KOSTRA figures for the fiscal year 2014 show that one pupil on average costs NOK 105 600. Wage expenditure amounts to 80 per cent of all expenditures. In general, expenditures varies substantially among the municipalities.
