Modest increase of civil disputes

A total of 226 575 cases of civil disputes were dealt with by the Conciliation boards in Norway in 2002. In the country as a total, the amount of cases dealt with increased by 6 per cent in 2002, compared with 29 per cent the previous years.

Slight increases and decreases

The conciliation boards in Hordaland County had the largest increase in the number of civil disputes dealt with in 2002 by 39 per cent. This is related to Bergen Conciliation board dealing with and closing old cases. Second and third came Telemark and Rogaland with an 8 and 7 per cent increase respectively. Aust-Agder, Møre og Romsdal, Troms and Finnmark recorded a slight decrease in the number of civil disputes compared with 2001. In the country as a total, the number of civil disputes dealt with increased by almost 6 per cent.

Finnmark had most disputes with 66 per 1 000 inhabitants, followed by Nordland and Oslo with 61 and 56 respectively. Sogn and Fjordane had the lowest number of cases per 1 000 inhabitants with 35. Nation-wide, the average was 50 disputes per 1 000 inhabitants.

Nearly 1 out of 8 disputes were dealt with in Oslo, or almost 13 per cent of the country's total number of cases.

A slight increase of number of reconciles

The number of disputes where the parts were reconciled increased by nearly 8 per cent from 2001. These cases make more than 3 per cent of the total, or almost 7 300 cases

The number of cases dismissed decreased in 2002, and these cases make slightly more than 14 per cent of the total amount of cases.

Almost 4 000 disputes were referred to the court, about as many as the previous year.

The proportion of cases ending with judgment remained stable. As in previous years, a large proportion of disputes ended with judgment by default because the defendant did not reply, -96 per cent or almost 155 000 cases.

Previous year's information on civil disputes in the Conciliation boards has been collected on paper forms from each separate board. From 2002 included, the paper forms were replaced with electronic forms in KOSTRA (Municipality-State-Reporting).

On Svalbard a conciliation board was established in 2002, with their first meeting in May. Svalbard is included in the statistics for 2002.
