Large increase in number of civil disputes

The conciliation boards dealt with a total of more than 166 000 disputes in 2000. This is an increase of 17 per cent from the previous year, and in fact the largest increase since 1988.

The top year 1988, when the conciliation boards dealt with 323 000 disputes, was followed by a decline through several years. In 1994, less than 96 000 cases of civil disputes were dealt with.

During the period 1995- 2000, the increase in number of disputes was 64 per cent, and in 2000 the conciliation boards dealt with half as many cases as in 1988.

Large increase in Sør-Trøndelag

Although the increase was 17 per cent as a total, in 2000, the increase was even larger in many of the counties. The highest percentage rise had Sør-Trøndelag with 47, followed by Hedmark and Aust-Agder with respectively 30 and 28 per cent increase in number of disputes. Oslo and Hordaland had a modest increase, 1 and 6 per cent, respectively, and the rest of the counties had a variation of rise between 10 and 23 per cent.

The conciliation boards in Oslo dealt with one of eight civil disputes. Connected to the population statistics, this gives a number of 41 cases per 1 000 inhabitants. Finnmark had 54, followed by Troms and Nordland with 47. The average, counting the whole country, was 37 cases per 1 000 inhabitants.

Many judgments by default

More than 25 000 civil disputes were dismissed in the year 2000. This is more than one of six, or 15 per cent of all civil disputes throughout the country. The parts were reconciled in close to 6000 of all the disputes dealt with.

When the part charged does not reply or appear at the mediation, the conciliation boards have power to make a judgment by default. This happened in 69 per cent, or 115 000 cases in 2000. In 95 per cent of the judgments by default, a reply was not given.

In addition to this, the conciliation boards made other judgments in further 16 000 cases in 2000. The complaint was accepted in 12 000 of these cases, but in more than 4 000 disputes attempt at mediation were in vain.

Fewer disputes goes to court

Despite the large increase in the number of civil disputes, only 2 per cent, or less than 4 000 disputes were referred to the court.
